Freshwater fisheries are essential for the food security, nutrition, and livelihoods of the Cambodian population. In particular, fish refuge areas established for dry season play a crucial role in conserving broodstock, safeguarding aquatic biodiversity, and preserving fish species richness. To protect these important resources, the Fisheries Administration has established a nationwide network of Community Fish Refuges (CFRs) within freshwater fisheries. As of the latest update, a total of 893 CFRs have been established, of which 596 are formally recognized by law and 429 are currently fully functional. These CFRs cover an area of 315,197 hectares during the dry season and expand to 327,691 hectares in the wet season. The management of these refuges is supported by 5,363 committee members, including 1,020 women, reflecting strong community engagement and gender participation in local fisheries governance. CFRs serve as essential sanctuaries for broodstock during the dry season, enabling the regeneration of fish populations and the replenishment of fish stocks in the wet season. This, in turn, contributes to improved fisheries productivity and strengthens the livelihoods of local communities.
The Department of Aquaculture Development (DAD) of FiA is responsible for CFR management, development, and data collection. A nationwide inventory survey was conducted in 2021, this was expanded and improved during 2022-2023 with technical support from FAO CAPFISH Capture, WorldFish, and GIZ. In addition, in 2023, an effectiveness assessment was conducted for 100 CFRs, with funding from the EU.
To improve data access and transparency, FiA under the FAO CAPFISH Capture program launched the CFR Data Portal, developed by Open Development Cambodia (ODC). The portal maps CFR locations and provides downloadable data on site characteristics, community involvement, and management practices. It is designed as a collaborative tool to inform decision-making, prioritize support, and strengthen community-based conservation of Cambodia’s aquatic ecosystems.
